What is a Major Works Framework?

A Framework is a contract set up by a contracting authority (e.g. the central or local government) with one or more suppliers to enable future procurement of goods, services, or works. Once established, individual contracts known as call‑offs can be awarded under that framework without going through a full tender process each time. Frameworks typically last up to four years, may include multiple suppliers (lots), and clearly define scope, estimated value, award mechanisms, price structures, and eligible contracting authorities.

When a public authority needs to carry out significant construction or refurbishment (i.e. major works), they establish a Major Works Framework. This allows them to call off contractors quickly and efficiently for major projects such as new buildings, extensions, or extensive refurbishments.

Transparent Levy & Rebate Structure

A 0.5% levy is payable by the contractor. 

Through our MW24-H Housing Framework, members can earn a 0.1% rebate on annual spends of £20 million or more. This rebate is calculated at the end of the financial year and returned to the Additional Client, ensuring value flows back into your organisation.

Regulations:

All London Construction Programme (LCP) frameworks and Dynamic Purchasing Systems (DPS) have been established under the Public Contracts Regulations 2015 (PCR15).

This means our members and suppliers can continue to use these platforms with confidence—without needing to immediately adapt to the new Procurement Act requirements, which represent a significant change for many.

All future LCP platforms will be fully compliant with the new Procurement Act, ensuring alignment with best practice and legal requirements. Each platform will be thoroughly reviewed and verified by qualified procurement professionals to guarantee accuracy and compliance.

This approach provides confidence that as new frameworks and DPS are introduced, they will meet the latest regulatory standards while supporting efficient, transparent procurement.
