The London Construction Programme (LCP) is a virtual organisation hosted by Haringey Council and was established in 2012. We provide procurement solutions to support local authorities and public sector bodies in delivering high-quality, sustainable construction projects across London and the Home Counties. As a one-stop shop for all construction-related procurements, we connect our members with private sector suppliers and contractors.

It All Starts Here
Our Journey:
The LCP began with it's first Construction Related Consultancy Framework in 2012.
In 2014 we launched of our first Major Works Framework, later evolving into our MW19 Framework setting new benchmarks in large-scale delivery. This Framework included five specialist Lots, Housing, Education, Capital Projects, Heritage and Historical and Public Realm.
Also, in 2019 we expanded our offering by introducing two Dynamic Purchasing Systems, (Professional Services and Minor Works), creating a ‘One Stop Shop’ for public sector construction procurement.
In 2024 we introduced three sector specific frameworks, Housing (MW24-H), Education (MW24-E) and General Works (MW25-G) to better serve our member’s diverse needs.
In the vein of continuous improvement, we took the initiative to speak to the stakeholders to review and improve to adapt our procurement platforms to suit more to the market needs to ensure we had capacity in specific lots, such as Retrofit and Refurbishment. Moving away from generic lots to better represent in the specialisms and works in demand in the present sector. Making it work better for you.

Since 2018, Lisa Bliss has provided strategic leadership for the London Construction Programme (LCP), shaping its vision and driving its continued success. In her role, Lisa oversees the LCP’s portfolio of Dynamic Purchasing Systems (Minor Works and Professional Services) and Frameworks which include (Housing, Education and General Works), ensuring they deliver efficient, compliant, and value-driven procurement solutions for member authorities.
She leads a dedicated team focused on maintaining high standards of service, fostering strong supplier and stakeholder relationships, and promoting best practice across the construction sector. Under Lisa’s guidance, the LCP has grown into a trusted e-sourcing platform, supporting innovation and delivering measurable benefits across the public sector.
Portfolio Managers
Our Portfolio Managers are a team of highly skilled and qualified procurement professionals; each certified under the Procurement Act 2023. With extensive experience and deep sector knowledge, they deliver strategic, compliant, and value-driven procurement support to our members.
Every member is assigned a dedicated Portfolio Manager who serves as their primary point of contact, offering tailored guidance across the full procurement lifecycle. From managing tenders on behalf of members to delivering monthly training sessions, actively supporting pre-market engagement on behalf of members, facilitating early dialogue with suppliers and stakeholders to help shape procurement strategies and ensure market readiness. Our Portfolio Managers ensure a bespoke service aligned to each member’s specific needs.
More than just procurement experts, our Portfolio Managers are trusted partners. They represent the voice of our members within the LCP, lead on member engagement, and work to alleviate administrative burdens ensuring best practice, compliance, and efficiency at every stage.
Compliance Officers
Our Business Compliance Team ensure our supply chain remains fully compliant, up to date and ready to deliver.
They carry out detailed due diligence covering financial and regulatory checks, to ensure that every supplier meets the standards expected by public sector procurement.
The team also supports supplier onboarding and assists with system-related queries, helping suppliers navigate our platforms and processes efficiently.
Offering front line technical support for both our members and contractors.
Through ongoing monitoring and clear reporting, they help maintain a strong and responsive supply chain for our members.
