What is a DPS?

DPS stands for Dynamic Purchasing System. It’s a procurement method used mainly in the public sector to source goods, services, or works in a flexible and compliant way.

'A DPS must be operated completely electronically, including all communications. The DPS must be open to new suppliers to join at any time and, may be divided into categories. No charges may be billed to suppliers in respect of a DPS.'

Key Features of a DPS:

Open System:

Unlike a traditional framework, a DPS is an open system, meaning suppliers can join at any time during its lifetime, provided they meet the qualification criteria. This flexibility ensures a constantly refreshed pool of suppliers, encourages competition, and makes it easier for new entrants and SMEs to access opportunities throughout the term.

The DPS is a fully digital procurement system, making the process faster, more efficient, and accessible for both buyers and suppliers. By eliminating paper-based procedures, it streamlines communication, reduces administrative burden, and ensures real-time updates throughout the procurement cycle.

Mini-Competitions:

Once suppliers are admitted to the DPS, buyers can run mini-competitions for specific projects or requirements. This process ensures competitive pricing, promotes quality delivery, and allows buyers to select the most suitable supplier for each individual need. Mini-competitions also provide flexibility, enabling contracting authorities to tailor evaluation criteria to the unique requirements of each project.

Compliance:

A DPS operates under the UK Public Contracts Regulations 2015 (PCR 2015), ensuring full legal compliance for contracting authorities. This means procurement through a DPS is transparent, fair, and aligned with statutory requirements, giving buyers confidence that their processes meet regulatory standards.

Micro Commissioning:

Register your organisation here

This page will allow you to register your organisation and first user to the system before completing the onboard to the system.

 

Step 2

Our dedicated compliance team will process your registration and carry out the evaluation including financial checks for Suppliers requesting to join the DPS.

Step 3

Once onboarding has been approved you have access to the categories and templates you have applied for.
